Involuntary committment to a psych unit is usually limited to 3 days in most states. An LEO can bring an individual to a designated hospital psych ward, provide a written observation to staff and request the individual be observed.
Unless you're in a major metro area, psych units are rare and 99% of those confined are released after 3 days. AKA, they sober up from whatever.
1% may remain and the psych dr. petitions the probate court for release to a guardian (usually family). Very rare to remain in the unit as somebody got to pay that bill and these folk are generally homeless and indigent. I think the document waives the need for an MD and maybe just a nurse practitioner?
The non-conforming construction I'm reading as tent cities for Covid patients. MI National Guard constructed white hospital tents for patients that never arrived. TN may be expecting an influx of immigrants.
