World Health Organization (WHO)-Disposal of the Dead in an Emergency
From the WORLD HEALTH ORGANIZATION:
Disposal of dead bodies in emergency conditions
http://www.searo.who.int/entity/emergencies/documents/disposal_of_dead_bodies.pdf?ua=1
This technical note provides guidance on the disposal of dead bodies in emergency situations. Where there are many fatalities, the collection and disposal of bodies becomes an urgent need. This is not usually due to any health-related risks, which are likely to be negligible, but is important because of the possible social and political impact and trauma. So emergency relief teams should primarily be concerned with the mental health of the community and its need to carry out the cultural obligations and traditions to take care of the dead, rather than potential disease transmission. ---CONTINUED---
It covers:
-Physical health risks
-Mental health risks
-Recovery of bodies
-Mortuary services
- Identification of bodies
-Body disposal
-Burial
-Cremation
-Action in medical epidemics
-Cholera
-Ebola
-Typhus and plague
-Further information

More from the WHO:
Management of Dead Bodies in Disaster Situations
https://www.who.int/hac/techguidance/management_of_dead_bodies.pdf
194 Page PDF
Each disaster has yielded important evidence about handling bodies, particularly when the number of dead overwhelms the capacity of a country to effectively respond to an emergency.
Immediately following the onset of a disaster, it is essential for national, regional, or local authorities to concentrate their actions and resources on three basic activities: first, the rescue and treatment of survivors; second, the repair and maintenance of basic services; and, finally, the recovery and management of bodies. ---CONTINUED---
