CDC today confirmed another infection with Coronavirus Disease (COVID-19) in the United States. The patient is among a group of people under a federal quarantine order at JBSA-Lackland in Texas because of their recent return to the U.S. on a State Department-chartered flight that arrived on February 7, 2020.

All people who lived or travelled in Hubei Province, China, are considered at high risk of having been exposed to this virus and are subject to a temporary 14-day quarantine upon entry into the United States. This is the first person under quarantine at JBSA-Lackland who had symptoms and tested positive for COVID-19. The individual is currently isolated and receiving medical care at a designated hospital nearby.

This brings the total number of COVID-19 cases in the United States to 15. There will likely be additional cases in the coming days and weeks, including among other people recently returned from Wuhan. While 195 people were discharged from quarantine on Tuesday, more than 600 people who returned on chartered flights from Wuhan remain under federal quarantine and are being closely monitored to contain the spread of the virus.

The person had been allowed to leave quarantine Saturday but now has a positive test for coronavirus and has returned to isolation.

SAN ANTONIO — The CDC reports that an individual was released from quarantine at a San Antonio healthcare facility on Saturday, had contact with others, and returned to isolation after a pending lab test came back positive for coronavirus.

The patient was being treated in isolation after returning to the United States on a State Department chartered flight from Wuhan, China.

According to the CDC, the patient met their requirements for release: they were asymptomatic, and consecutive sets of tests taken more than 24 hours apart came back negative.

After the patient's release Saturday, test results from a subsequent sample came back weakly positive. The CDC says they decided to bring the individual back into isolation out of an abundance of caution.

The CDC says the discharged patient had some contact with others while out of isolation, ---CONTINUED---

SAN ANTONIO (March 1, 2020) — Below are statements from Mayor Ron Nirenberg and Judge Nelson Wolff in regards to a COVID-19 patient who was released by the CDC and later placed back into quarantine. San Antonio Metro Health will support the CDC’s effort to determine any individuals who may have come in contact with the person. Metro Health has been tracking where the person went, who they interacted with, timeframes outside the federally ordered quarantine and who may have been exposed. This information will be shared with the public when completed.

Statement from Mayor Ron Nirenberg:
“The fact that the CDC allowed the public to be exposed to a patient with a positive COVID-19 reading is unacceptable,” said Mayor Ron Nirenberg. “We will hold the CDC accountable to providing complete transparency for the public. This situation is exactly why we have been asking for federal officials to accept the guidance of our medical community.”

Mayor Nirenberg added, “Our San Antonio Metro Health District and other local officials continue to address the situation with the utmost professionalism and care. We will do everything within our power to ensure that the community is kept safe and the exposure risk remains low. The federal quarantine period for the Diamond Princess cruise ship evacuees ends tomorrow March 2. I have asked the CDC to do everything in their power to ensure that those who are released pose no risk to the community.”

Statement from Judge Nelson Wolff:
“This has been our biggest concern and now we will experience the consequences of no action. Time and time again, I have raised issues concerning evacuees, inappropriate accommodations, the risk of exposure during transporting and the need for additional monitoring and extended quarantine periods. I issued a letter on February 18th relating our concerns and then a joint letter with the Mayor on February 24th. To date, no response or even acknowledgement of our concerns has been made,” said Bexar County Judge Nelson Wolff.

Judge Wolff added, “Our federal representatives, the CDC, and the US Department of Defense cannot and should not ignore us now. We are in dire need of additional resources and protocols immediately to include longer quarantine periods and the opening of appropriate facilities such as the Alabama facility or the San Antonio Military Medical Center. Please do not delay any longer and risk local transmission.”

The CDC issued the following information on March 1, 2020

The Centers for Disease Control and Prevention (CDC) is retesting an individual who was released from isolation for COVID-19 at a local healthcare facility yesterday (because the individual met the criteria for release including two negative test results), but later returned to isolation after a pending, subsequent lab test came up positive for the virus that causes COVID-19.

This patient had been under isolation while being treated at a local medical facility for several weeks following a return to the U.S. from Wuhan, China, on a State Department chartered flight. At the time of discharge from the facility, the patient was asymptomatic and met all of CDC’s criteria for release – resolution of any symptoms and two consecutive sets of negative test results, collected more than 24 hours apart. Following the patient’s release, results of a subsequent sample were received, and determined to be weakly positive. Out of an abundance of caution, CDC decided to bring the individual back into isolation at a local medical facility.
The discharged patient had some contact with others while out of isolation, and CDC and local public health partners are following up to trace possible exposures and notify them of their potential risk.

It’s important to remember that this is a new virus and we are learning more about it every day. The cycle of infection with COVID-19 is not yet well understood, but the amount of virus is typically highest when the person is sickest. As the illness resolves, the amount of virus falls.

CDC is aware that others have encountered similar situations where test results have alternated back and forth between negative and positive. That is part of why CDC criteria states that a patient must have two negative test results from specimens taken more than 24 hours apart. The cycle of the virologic infection on this particular patient is longer than what has been previously seen.

This is an unfolding situation with many unknowns. CDC is making decisions on a case-by-case basis using the best available science at the time. CDC’s priority is to protect both patients and communities.

UPDATE | March 5, 2020: A 70-year-old man from Fort Bend County is confirmed to be the first “presumptive positive” case of COVID-19 identified in the Houston area. This marks the first instance of the novel coronavirus in Texas that is not related to passengers under federal quarantine from Wuhan City, China or the Diamond Princess cruise ship.

According to Ford Bend County health officials, the man—who recently traveled abroad—was hospitalized on Wednesday afternoon and is currently in stable condition.

A public health lab in Houston conducted the initial test and has sent a lab sample to the Centers for Disease Control and Prevention for further confirmation.

“Having a COVID-19 case in Texas is a significant development in this outbreak, but it doesn’t change the fact that the immediate risk to most Texans is low,” said John Hellerstedt, M.D., commissioner of the Texas Department of State Health Services, in a statement. “This travel-related case reinforces the fact that we should all be taking basic hygiene steps that are extremely effective in limiting limit the spread of COVID-19 and all respiratory illnesses.”

Currently, Texas has 11 confirmed cases of COVID-19—nine from the Diamond Princess cruise ship, one from a group of quarantined passengers traveling from Wuhan, and one from the Marine Corps Air Station Miramar. All 11 cases are part of a quarantine at Lackland Air Force Base in San Antonio.

“This is a rapidly evolving situation, and we know it is concerning and unsettling for our residents,” said Fort Bend County Judge KP George in a statement. “While this is a serious public health threat, we encourage residents to rely on verifiable sources of information and remain calm.”

HOUSTON — A Rice University staffer has tested positive for coronavirus, the university confirmed Thursday evening.

This is one of two coronaviruses confirmed in Harris County. One case is also confirmed in Fort Bend County.

All three people, 2 men and a woman, traveled to Egypt in February.

The Rice employee returned to Houston on Feb. 20 and only made two trips to the campus on Feb. 24 and Feb. 25., according to the university...

Seems Texas has been over stating it coronavirus cases, all the way back to March. How many other states are doing the same?

I know Pennsylvania was doing the same thing, back on June 12th report, they corrected the case count by a negative (-) 2962 cases.

And how about the death count from the virus, nobody knows or will admit to it.
